iOS 17 had the same list
iOS 18 will be compatible with the same iPhone models as iOS 17, as reported by Macrumors, citing an insider who has repeatedly reported similar information in the past.
iOS 18 will be compatible with iPhone XR, and therefore iPhone XS and iPhone XS Max models with the same A12 Bionic chip, but older iPhone models will not be available.

The update is expected to be released to all compatible iPhone users in September and announced today.
