The Federation Council recommended that the Ministry of Digital Development of the Russian Federation introduce a mandatory condition into the Unified Register of Domestic Software — The software must be exclusively Russian and not derived from foreign ones in order to prevent possible data leaks. This was stated by the Deputy Chairman of the Council for the Development of the Digital Economy, Artem Sheikin.
«Now a number of Russian companies offer supposedly their own products, but upon in-depth analysis it turns out that this is foreign software in which the design has been changed and the interface has been changed. I consider it important to review the requirements for software in terms of including only truly domestic solutions in the Russian register», — said Sheikin.
He stated that if the software is based on foreign solutions, then “there is no guarantee that the creators of the underlying software cannot collect data from devices, as well as remotely control or disable them.” ;. In particular, he recalled operating systems for mobile devices based on Google's open source code.
«Such OS cannot be called Russian, safe for use, and most importantly sovereign. Taking into account the fact that such software is now beginning to participate in government procurement due to its presence in the registry, a big question arises of protecting government organizations from possible data leaks and loss of control over programs», — Sheikin added.
