North Korea's Artificial Intelligence Development Raises Sanctions Concerns

North Korea is developing AI technologies for everything from COVID-19 response and nuclear reactor protection to military simulations and government surveillance.

International sanctions imposed over North Korea's nuclear weapons program may have hampered some of its efforts, but it appears to be using the latest technology, wrote study author Hyuk Kim of the James Center for Nonproliferation Studies Martin (CNS) in California.

“North Korea’s recent efforts in AI/ML development signify strategic investments to strengthen its digital economy,” Kim wrote in the report, which cited information from public sources including state media and magazines, and was published Tuesday by the project 38 North.

Some North Korean artificial intelligence researchers have collaborated with foreign scientists, particularly in China, the report said. North Korea also founded the Artificial Intelligence Research Institute in 2013, and several companies have promoted commercial AI products in recent years.

During the COVID-19 pandemic, North Korea used artificial intelligence to create a model to assess the correct use of masks and identify priority clinical symptoms of infection.

North Korean scientists have also published research on using AI to ensure the safety of nuclear reactors. A U.N. watchdog and independent experts said last month that a new reactor at North Korea's Yongbyon nuclear complex appears to be already operational, giving the country another potential source of plutonium for nuclear weapons.
