This is a very old PC, released on the market in 1982. It is based on a MOS Technology 6510 processor with a frequency of about 1 MHz and has 64 KB of RAM, although this can be expanded. 

The author of the project created a generative artificial intelligence tool that can be used to create sprites with a resolution of 8×8 pixels, which are then rendered at a resolution of 64×64. 

These are very modest parameters, but even this task is very difficult for an old PC, so it takes him 20 minutes to complete it.

Of course, this is just an experiment for demonstration, and there is no practical application in this approach. In addition, to create an AI model you still need a modern PC.
