The main goal of the bill is “to provide a legislative foundation for the technological sovereignty of the country”
Deputies of the State Duma adopted the bill «On technology policy in the Russian Federation» in the first reading. The document was developed on behalf of Russian President Vladimir Putin in order to ensure technological sovereignty and create conditions for the accelerated development and implementation of technological innovations to solve socio-economic problems.
According to the draft law, the goals of technology policy are: ensuring the technological sovereignty of Russia, the competitiveness of domestic high-tech products and the efficiency of their creation through the introduction of technological innovations; accelerated implementation of technological innovations to improve the quality and standard of living of citizens, ensure the country's defense and state security.
The subjects forming technology policy, according to the text of the bill, include the President of Russia, the Federal Assembly, the Government of the Russian Federation, the Bank of Russia, the Russian Academy of Sciences, the executive bodies of the constituent entities of the Russian Federation.
The government will approve target indicators for ensuring technological sovereignty, medium- and long-term development of technologies in economic sectors, as well as the procedure for measuring and monitoring these indicators and the effectiveness of technology policy, including a methodology for calculating indicators characterizing the achievement of technological sovereignty in the relevant branches of the economy.
Chairman of the Economic Policy Committee Maxim Topilin noted that the main goal of the bill — «to provide a legislative foundation for the technological sovereignty of the country». He explained:
Among the tasks of the document — create conditions that will help accelerate the development and implementation of innovations that improve the standard of living of people, ensure the defense and security of the country, as well as develop the competitiveness and efficiency of high-tech products. — This includes the introduction by Russian legal entities of critical and end-to-end technologies based on their own development lines, the formation of long-term demand and supply for high-tech products, the creation of favorable conditions for the implementation of technology policy and the development of technology infrastructure, including the training of qualified specialists.
