The Russian Ministry of Industry and Trade plans to extend the preferential procedure for registering parallel imported cars until the end of 2027 for brands that have ceased their activities in Russia. This information was provided to Izvestia. The Ministry of Industry and Trade, which also clarified that the corresponding draft resolution is being approved by the Government of the Russian Federation.

The regulator noted that the safety assessment mechanism for cars of brands that have completed their work in Russia will be extended until December 31, 2027 to ensure public access to cars from various market segments. The Single Vehicle Evaluation Opinion (SOETS) mechanism provides a simplified alternative to the Vehicle Type Approval (VTA) and does not require mandatory certification tests and consent from the copyright holder.

From October 1, 2023, certification of cars of those brands that continue official deliveries to Russia is carried out in accordance with the technical regulations «On the safety of wheeled vehicles». From February 1, 2024, these requirements will also apply to electric and hybrid vehicles from brands from friendly countries.

From February 1, 2024, the requirements will more strictly comply with the technical regulations. For example, from this date, vehicles produced in Russia must meet an environmental standard of no lower than Euro-3. Requirements for mandatory equipment of the exchange rate stability system (ESP) will be valid until December 31, 2024, but from December 1, 2023, all cars must be equipped with an anti-lock brake system (ABS). The requirement to equip with passive safety systems will become mandatory from 2025.

Yesterday it was reported that the existing rules will cease to apply on February 1.
