Apple said it is working to fix a bug on some iPhones that caused to the fact that alarm clocks did not play a sound at the set time.
The problem was first reported on NBC's TODAY Show after users began posting complaints en masse on social media. It is unknown how common the error is, but it does not affect everyone.

Apple hasn't said exactly when the fix will arrive, but MacRumors suggests it could be included in a future iOS 17.4.2 or iOS 17.5 software update.
The problem is believed to be related to Attention Aware, a setting that allows the device to monitor the user's attention. For example, if the owner of an iPhone looks at the device (this is determined through the front camera), the phone can lower the volume of notifications. The option is probably not working properly at the moment: to disable it, go to the settings menu and then to “Face ID & Passcode”.
