Sometimes during development an add-on can become something more. There was such a moment in the history of the Grand Theft Auto series.

The former technical director of Rockstar North shared his memories. It turns out that GTA Vice City was intended as an add-on for GTA 3.

Obbe Vermeij said that the idea for the 80s Miami setting came from RockStar New York. It was assumed that GTA Vice City would be a set of missions for GTA 3. They decided to turn the DLC into a full-fledged game after about six months of work.

Work on GTA Vice City was more intense than on GTA 3: it had a tight deadline (a year) and a lot was expected of it. The creators were energized by success – they received many awards for GTA 3.
