But Intel has a license

Huawei recently introduced the latest MateBook X Pro laptop based on Intel Core Ultra processors. And a number of American officials did not like this.

Republican lawmakers reportedly criticized President Biden's administration on Friday after Huawei unveiled its new laptop.

Recall that Huawei is under US sanctions, but they do not apply to Intel processors. More precisely, back in 2020, Intel received a license allowing it to supply its processors to Huawei. This license is still valid, but its validity will expire at the end of this year, and it is far from certain that the United States will issue a new one to Intel. That is, Huawei’s laptop business may also suffer greatly, since, unlike mobile SoCs, it is simply impossible to replace modern Intel and AMD CPUs with something similar from China.
