As planned, the Russian Government is launching a comprehensive service «Start a business online». The service will be implemented in experimental mode; it was previously reported that it would last until March 1, 2025, and the start date still needed to be agreed upon. Now on the official website of the Government of the Russian Federation it is indicated that the experiment will start on March 1, 2024. It is carried out with the participation of the Ministry of Finance, the Bank of Russia, Rosfinmonitoring and the «Center for Biometric Technologies» — operator of a unified biometric system.
As part of the service «Start a business online» An entrepreneur will be able to register a business, receive an electronic signature and open a bank account completely remotely, without a personal application. At all stages, the Unified Biometric System will be used to confirm the applicant’s identity. This solution will significantly simplify the procedures for creating organizations and individual enterprises — This is what the Russian Government thinks. «This is a completely new level of comfort in receiving commercial and government services, when a citizen closes the issue comprehensively and literally in a few clicks», — noted Deputy Chairman of the Government of the Russian Federation Dmitry Grigorenko.
When preparing documents for business registration, you must select the bank in which the account will be opened, then agree to remotely issue an electronic signature and send documents for business registration and account opening through the electronic services of the Federal Tax Service or the bank participating in the experiment. To obtain an electronic signature, you will need to go through identification through government services and the Unified Biometric System; you can register biometrics in one of 13 thousand bank branches.
