In addition to Ukraine, an international agreement on safe AI, regulating the safe use of artificial intelligence technologies, was signed by 28 more countries, including the USA, Australia and EU countries, as well as China, Saudi Arabia, and South Korea. I would like to say that this is a kind of UN in the world of AI, but due to the negative connotations of this organization, it is better not to draw such analogies.
Ukraine is among the signatories of the Bletchley Declaration on the safety of artificial intelligence
Regarding the name of the declaration, this is the name of the venue of the Summit (Bletchley Park). This declaration is a framework document that sets out a program aimed at identifying the risks associated with the development of advanced AI technologies, developing scientific understanding of them, and developing international policies to mitigate them. In other words, the goal is to prevent the emergence of a potential Skynet, as in James Cameron's Terminator.
In fact, one of the main goals set out in the document is a collective agreement among countries to develop and implement risk-based AI regulation policies that would make negative consequences impossible.

The summit emphasized that artificial intelligence is a useful technology for economic growth and sustainable development, but the technology cannot develop without any oversight and requires established rules of the game.
British Prime Minister Rishi Sunak, who among others attended the summit, called the signing of the declaration a “landmark achievement” for the long-term future of our children and grandchildren. Ukraine was represented at the summit by Deputy Minister of Digital Transformation of Ukraine Georgy Dubinsky.

Since this is only a declaration of good intentions, there is no specificity in it. The document, in addition to what is mentioned above, also contains the latest research in the field of AI, about the potential risks of the technology, such as loss of control and potential negative consequences of use.
The United States intends to create a separate AI Safety Institute within the National Institute of Standards and Technology (NIST), which will become a specialized institution for the development of safety standards in the field of AI.
What does it mean?
It’s hard to say yet, but the way the governments of the most highly developed countries in the world react quickly to the rapid development of AI, the emergence of new tools and are trying to take control of the development of a promising industry clearly hints that this is not just another hype technology, but this time everything is serious. Actually, it’s enough to remember the achievements and services that have appeared over the past two years – and we’re not talking about consumer ChatGPT or Midjourney, but about the use of AI technologies in drones and other military equipment that have already proven themselves in this war.
For Ukraine, this is a huge window of opportunity – like participation in NASA’s Artemis program for the development of lunar resources and other international initiatives that shape the vector of development of the future of humanity.
The next big AI summit will take place in Korea in six months, and in France in another six months.
AI regulation in Ukraine
In Ukraine, work has been underway for some time to regulate the artificial intelligence industry – at the beginning of August, the head of the Ministry of Digital Development, Mikhail Fedorov, announced the preparation of a regulatory framework for the further adoption of relevant changes to legislation that will help Ukraine lead the AI trend and become a world leader. At the beginning of October, Ukraine published a roadmap for regulating AI – this is a conceptual development plan for 2023-2025.
So far, specifics regarding regulatory changes are minimal – in a recent interview with Forbes, Deputy Minister Alexander Bornyakov said that the implementation of the AI Act, which is planned to be adopted in the European Union (it should be adopted in March 2024), is considered as one of the key concepts of the strategy regulation. Regarding deadlines, Bornyakov, in an interview on August 7, mentioned the deadlines set by the European Union (six months), and noted that Ukraine needs to move faster in this direction.
