From today, the AI avatar “Victoria” will comment on official statements of the Ministry of Foreign Affairs regarding Ukrainians abroad – in fact, replacing “live” specialists even in inclusion on television and radio, Forbes reports.
The avatar was created based on a real person, who was previously filmed from different plans and asked to read the text. “Victoria” will speak in English and Ukrainian.
“Such a video can quickly be given to TV channels,” the department says. “The sphere of diplomacy in the world is very conservative – we want to change this and show our innovation.”
A special QR code will be added to the video, which will direct people to the official page of the Ministry of Foreign Affairs with a statement – this is done to avoid the spread of fakes.

The development of the avatar, which took about a month, was carried out by the public union Nazovni Tech in collaboration with the NGO The Game Changers. According to Roman Lansky, co-founder of the GovTech company Strimco, such work could cost $5-10 thousand (however, it was sponsored by partners, not the state).
“To train it, you need to download about 1000 recordings of Foreign Ministry speakers over the past five years,” adds Lansky.
According to Foreign Minister Dmitry Kuleba, the department is already using AI to voice official addresses in French, Spanish, Portuguese and Arabic, and in general has launched a comprehensive program for introducing artificial intelligence – “Victoria” is only one of the first results. Also in the works is the development of an AI simulator for training young Ukrainian diplomats.
