In January, the artificial voice of US President Joe Biden called on Democrats New Hampshire skip primaries.
According to the Federal Communications Commission (FCC), robocalls using voices generated by artificial intelligence will now be regulated by the Telephone Consumer Protection Act. In fact, the regulator simply voted that such voices are also “artificial”, that is, illegal for calls.
Investigators looking into the fake Biden call recently concluded that the voice was generated by the ElevenLabs tool, and the call itself came from a suspicious telecommunications provider Lingo, which also went through many other telecoms. The FCC notes that the company (whatever its name) has been making illegal calls for years.
The Telephone Consumer Protection Act prohibits the use of artificial or pre-recorded voices in most non-emergency calls “without the prior express consent of the subscriber” and provides penalties for violations.
