This is necessary to stimulate the construction of networks
Minister of Digital Development of the Russian Federation Maksut Shadayev said at the Telecom of the Future conference that the Ministry of Digital Development is going to introduce benefits for operators to pay for the use of 5G frequencies. According to him, the ministry considers 5G as a promising standard and plans to offer operators the most preferential conditions: this could be zero payment or a reduction factor of 0.1.
We are planning to either use 0.1 or completely reset the fee for spectrum for 5G. This should stimulate the creation of networks, taking into account the fact that the plans are big, a lot will need to be invested, and a lot of base stations will be needed.

Russia already has a preferential rate of 0.1 for using 4G networks; it has been introduced since 2011. At the beginning of November 2023, Shadayev mentioned that it might be canceled, since it was originally intended to stimulate the development of new technologies. Now a similar rate can be implemented for the 5G standard.
