In 2024, the Bank of Russia plans to launch video identification of bank clients as an experimental legal regime. Deputy Chairman of the Bank of Russia Olga Polyakova spoke about this at the Data Fusion 2024 conference.
According to Polyakova, this approach will provide additional protection from fraudsters, while banks will be able to verify that the bank card is being used by the client-owner. Polyakova said:
The opportunity to use video identification is given to the bank to verify personal data with the one who is on your screen. What is the regulator doing to make it possible to use video identification? We have almost already prepared an amendment to Law 115, we just discussed it with Rosfinmonitoring yesterday. This year we plan to launch the possibility of using video identification as part of an experimental legal regime.
Also, the Deputy Chairman of the Central Bank explained:
We believe that with proper quality of the image from the ATM camera and its processing, the remote identification system would allow not only to identify cases of use of a bank card by an unauthorized person, but also to prevent the possibility of [fraudsters] withdrawing funds from the ATM.
