OpenAI has relaxed the restriction on the use of ChatGPT for military purposes. In an unannounced update to its use policy on January 10, OpenAI lifted a broad ban on the technology being used for military purposes. The new text still prohibits using OpenAI to develop weapons, injure people or destroy property.
OpenAI's new policy now includes principles such as “Do not harm others” that are broad in application, easy to understand, and relevant in many contexts. The list also contains prohibitions in specific cases, such as the development or use of weapons.
Some artificial intelligence experts are concerned that OpenAI's updated policy is too general, especially since artificial intelligence technology is already being used during the Gaza conflict. The Israeli military said it used artificial intelligence to identify bombing targets in Palestine. Experts note that the updated policy is still quite vague and subject to interpretation. There are also questions about how the company intends to ensure its implementation.
While OpenAI has not disclosed the purpose of the usage policy update, the changes could potentially open the door to future contracts with the military. An OpenAI spokesperson says there are uses of AI in national security matters that align with the company's mission, which is partly what drove the change. For example, OpenAI is already collaborating with the Defense Advanced Research Projects Agency to encourage the creation of new cybersecurity tools to protect open source software on which critical infrastructure and industries depend.
