A group of people’s deputies registered a new bill No. 11115 in the Verkhovna Rada of Ukraine, aimed at regulation of the Telegram messenger.
The document was called “Draft Law on Amendments to Certain Laws of Ukraine Regarding the Regulation of the Activities of Platforms for Sharing Access to Information Through Which Mass Information is Disseminated.” Although the title refers to the regulation of “platforms” (in the plural), the explanatory note pays special attention to Telegram, which for many Ukrainians has become a de facto source of news:
“In terms of volume of use for news, the information sharing platform Telegram exceeds YouTube (as the most popular video access platform) by 4.5 times – 72% versus 16% respectively. It is obvious that a platform that is used by 72% of Ukrainians to obtain information should be regulated no less than other media sources with significantly less coverage.”
People's deputies want to introduce approximately the same regulation for the Telegram messenger that is established by law for platforms like YouTube. If the bill is passed, information sharing platforms will be required to:
- post the terms of use and prohibit the dissemination of information that violates the law of Ukraine;
- provide the opportunity for users to leave complaints and consider such requests;
- limit the distribution of illegal content at the request of the National Council;
- inform the National Council about the ownership structure and sources of financing at its request;
- do not process children’s personal data for commercial purposes;
- ensure the presence of a platform representative in Ukraine or the EU.
If platforms violate these requirements or have an opaque ownership structure, government and financial institutions will be prohibited from using them. They will also prohibit installing software from these providers on service devices.
The National Council will publish a list of non-recommended platforms on its website.
