The State Duma supported fines for violating traffic rules on scooters

The State Duma Committee on State Construction and Legislation approved a bill on fines for violating traffic rules for users of electric scooters and other SIM (personal mobility devices).

The Committee recommended adopting in the first reading  the bill (No. 560503-8), already submitted by the Moscow City Duma to the State Duma. 

The bill provides for the introduction, inter alia, of the following fines:

  • From 20 to 30 thousand rubles – for drunk driving
  • From 500 to 800 rubles – for speeding by 5–10 km/h 
  • From 2 to 2.5 thousand rubles – for speeding by 10–15 km/h 
  • From 3 to 3.5 thousand rubles – for speeding by 15–20 km/h 
  • From 4 to 5 thousand rubles – for speeding by more than 20 km/h 
  • From 2 to 7 thousand rubles – for transportation of passengers
  • From 2 to 2.5 thousand rubles – for driving on the roadway
  • From 2 to 2.5 thousand rubles – for crossing the road without getting off the SIM or bicycle, as well as interfering with pedestrians
  • Up to 800 rubles – for failure to comply with police orders to stop
