During the Open Data Day 2024 event, Minister of Digital Transformation of Ukraine Mikhail Fedorov presented a vision for the development of open data in Ukraine.
As stated in the Ministry of Digital Development, open data is the basis for effective and transparent work of the state. More than 7 million Ukrainians use products and services based on open data every month. Open data is an effective tool for overcoming the challenges of war and effectively managing reconstruction, argues Mikhail Fedorov. It is noted that even during the war, Ukraine continues to develop this area and took 3rd place in Europe in the Open Data Maturity ranking in terms of open data maturity.
In order to further develop this area, the Ministry of Digital Development has developed and presented a strategy for the development of open data for the coming years. Among the main tasks:
- to approve the national strategy for the development of open data
- amend legislation on data standardization, approve high-value data sets
- adapt Ukrainian legislation to European legislation
- in coordination with the security unit and the Office of the Ombudsman, find optimal solutions for releasing data
- restore access to the Unified State Register of legal entities, individual entrepreneurs and public entities, tax reporting
- open Register of damaged and destroyed property
- create an open data education ecosystem
- update the architecture and functionality of the national open data portal
Until 2026, it is planned to add about 100 new mandatory data sets, conduct training for 5 thousand civil servants, 200 journalists, students from more than 10 higher educational institutions, provide grant support to 15 services based on open data.
