The Central Bank of Russia revoked the license to carry out banking operations of QIWI Bank, which was announced on Wednesday, February 21, through the official website of the regulator.
The decision was made in accordance with clauses 6 and 6.1 of part one of Article 20 of the Federal Law «On Banks and Banking Activities». According to the Central Bank, QIWI Bank violated federal laws regulating the banking sector, as well as regulations of the Central Bank.
The bank has already received warnings from the regulator; due to violations, measures have been taken against the bank five times over the past 12 months. The Bank also «systematically committed violations of the requirements of legislation in the field of combating the legalization (laundering) of proceeds from crime and the financing of terrorism».
The regulator stated that QIWI was not a significant lender to the real sector of the economy: «Its activities were characterized by involvement in high-risk transactions aimed at ensuring settlements between individuals and shadow businesses, including transfers of funds in favor of crypto exchangers, illegal online casinos, bookmakers, etc., as well as the search for new ways to bypass the restrictions imposed by the regulator».
In terms of assets, the credit institution ranked 89th in the banking system of the Russian Federation.
