According to the Deposit Insurance Agency (DIA), in the Contact payment system, which allowed transfers abroad, there were more than 17 thousand unexecuted transfers totaling over 700 million rubles. The operator of the Contact system was Qiwi Bank, whose license was revoked by the Central Bank of Russia on February 21, at which time both the transfer system and the replenishment and withdrawal of funds from Qiwi wallets stopped working. It was stated that Qiwi Bank, despite warnings from the Central Bank, continued to conduct high-risk transactions, and also opened Qiwi wallets and carried out transactions using them using personal data of individuals without their knowledge.

DIA notes that funds outstanding in the Contact system will be returned during the liquidation of Qiwi Bank. The funds will be available as part of the third line of creditors. To do this, you must submit a claim, which will be included in the register of claims of bank creditors. In the application you need to indicate the user data, the number and amount of the transfer and bank account details for the return of funds, you will also need documents confirming the transfer (receipt, check, application for transfer).
